The Heber City Airport Manager oversees the overall daily operations, safety, and administrative functions of the Heber City Airport. This role ensures full compliance with federal, state, and local aviation regulations while maintaining a safe, efficient, and customer-focused environment. The Airport Manager supervises administrative and operational staff and collaborates closely with the City Manager, internal departments, City Council, and community stakeholders to comply with the Airport and Master Plans.
Essential Duties and Responsibilities
Airport Operations
- Monitor airport infrastructure and coordinate repairs, upgrades, and service contracts with vendors and contractors.
- Attend, support, and coordinate Airport Advisory Board meetings.
- Maintain positive working relationships with FAA officials.
- Serve as the primary point of contact for all airport engineering and planning services.
- Be responsible for all Utah Department of Environmental Quality (UDEQ) and EPA regulatory requirements for the airport.
- Attend airport-related conferences and meetings as necessary.
- Recruit, train, schedule, and supervise airport employees.
- Evaluate employee performance and ensure adherence to established safety protocols and operational standards.
- Coordinate hangar inspections to ensure compliance with ground lease agreements and the International Fire Code.
- Conduct routine inspections of airport facilities and equipment in accordance with FAA standards.
- Collaborate with emergency service providers on disaster preparedness, incident response, and training activities.
- Operate a variety of airfield maintenance equipment, including mowers, tractors, snowplows, and snow removal machinery, as needed.
- Supervise daily airport operations, including airfield safety, maintenance activities, and emergency response procedures.
- Ensure compliance with Federal Aviation Administration (FAA) regulations, Utah Division of Aeronautics requirements, and all applicable City policies, including but not limited to minimum standard, rules and regulations, rates, and fees, and policies.
- Manage the issuance and monitoring of published NOTAMs.
- Work non-traditional hours as needed to maintain airport operations. Winter operations will require snowplowing immediately following snow accumulation at the airport. This may include early mornings, evenings, weekends, and holidays.
Financial Management
- Develop and manage budgets tied to aircraft operations, maintenance, hangar rentals, risk management, and flight activity.
- Proficiency in delivering high-quality documentation, reporting, financial metrics, and communications.
- Track and analyze revenue and expenses, including leases, fuel sales, and other income sources.
- Process all airport-related grants, including application, administration, and accounting.
- Coordinate with the FAA and UDOT on project scheduling and funding.
- Understand, track, and comply with settlement agreements.
- Develop and implement long-term capital improvement projects, including funding and coordination of service enhancements and operational improvements.
